NOx EMISSIONS - GAS PLANTS AND GAS BATTERIES

The Board has agreed to assist the Kananaskis Centre for Environmental
Research of the University of Calgary in collecting information on the
sources and quantities of NO^ emissions in the province to be used in
a study of the potential environmental effects of NO^ emissions. The
study would include tjie evaluation of the role of mathematical models
currently used to predict emission levels and to determine the
relationship between predicted emission levels and actual field
conditions. Experimental sites will be chosen for the study and will
be distributed throughout the major ecological zones of Alberta to
cover widely diverse biological and climatic conditions. The study
has been commissioned by the Alberta Government with the support of
the oil and gas industry.

Accordingly, the Board requests operators of compressors located at
gas processing plants and gas batteries to complete the attached
questionnaire for each compressor location, or where appropriate, for
each group of compressors and return it to the Board's Gas Department
not later than 12 June 1981.

TO: All Pipeline Operators

INDIRECT FIRED HEATER COILS FOR PIPELINE SERVICE

In July of 1979 the Energy Resources Conservation Board (Board) issued
Informational Letter IL 79-17, outlining the requirements for design of
indirect fired heater coils for pipeline service, and the arrangements
made with Alberta Labour (Boilers* Branch). The intent was to permit
design, construction, and inspection of heaters for pipeline service in
accordance with CSA Z184-1975, "Gas Pipeline Systems".

After reviewing the operation of the policy with the Boilers' Branch,
the Board has decided to amend IL 79-17 to clarify the policy.
Indirect fired heater coils will be classified into three categories
and the details and design requirements of each category are indicated
in this informational letter.

Informational Letter IL 79-17 is hereby rescinded.

GENERAL REQUIREMENTS

Manufacturers of indirect fired heater coils shall have a quality control
system acceptable to the Board for all categories. Manufacturing shops
having Boilers' Branch approval satisfy this requirement.

The Board's Pipeline Department will assess material specifications for
heater coils to see that they conform to the appropriate ASTM or CSA
standards. Proof of low temperature properties will be required unless
the factors making such properties necessary are eliminated by system
design.

Should the material specifications be satisfactory, (along with other
pertinent pipeline matters) , the Board will subsequently issue a pipeline
permit which will include the heater coils.

CATEGORY 1

Indirect Fired Heater Coils for Pipelines or Plants
Registration Required

Indirect fired heater coils in this category shall be used for normal
pipeline operations and may also be utilized in plants. Operators
shall design Category 1 heater coils to:

1 ANSI Code B31.3, "Chemical Plant and Petroleum Refinery Piping"
for appropriate stress levels, and

2 CSA Z184-M1979, "Gas Pipeline Systems", for material specifications;
in particular, adequate steel ductility at low temperatures.

Prior to shop fabrication, the design and welding procedure for Category 1

coils must be registered with the Boilers* Branch. If the coils are to

be used in sour service, this should be noted in the design specifications.

Category 1 heater coils will be inspected by Boilers' Branch personnel
during their regular shop inspections. It is essential that the heater
coil designs be registered with the Boilers' Branch, and that the shop
inspector have sufficient information to enable him to check coil
construction as required under "The Boilers Act".

Nameplate information for Category 1 heaters shall include:

1 Manufacturer's name , serial number, and Canadian Registration
number ,

2 Design pressure and temperature,

3 Material specifications,

4 Any nondestructive examinations (RT-UT) ,

5 Any heat treatment (HT) ,

6 Any impact testing (IT),

7 Date of construction, and

8 Boilers' Branch identification number preceded by the circled
letter "A".

CATEGORY 2

Indirect Fired Heater Coils for Special Pipeline Applications
No Registration Required

The Board will consider applications for permits to construct pipelines
with Category 2 indirect fired heater coils only in those instances where
Category 1 indirect fired heater coils are not practical.

Although heat exchangers are not included in the scope of CSA Z184,
"Gas Pipeline Systems", heater coils for pipeline systems in this special
category may be designed solely to CSA Z184. Temperature derating of the
allowable operating stress levels for the heater coils and associated
flanges shall be as indicated in CSA Z184.

These heaters will be licensed as part of a pipeline and the material
specifications must conform to the appropriate ASTM or CSA Standard.
Design registration and inspection by the Boilers* Branch is not
applicable .

Category 2 pipeline heater coils shall be inspected (by a third party
other than the Boilers* Branch) as part of the pipeline system in
accordance with CSA Z184 and the Pipeline Regulations. The duration of
the shop hydrostatic test for Category 2 heater coils shall be maintained
for a sufficient time to determine if there are any leaks, but not less
than 10 minutes. Pressure test results and/or manufacturer's specification
and inspection sheets for coils shall be forwarded to the Board's Pipeline
Department for approval.

The Canadian registration number and the Boilers' Branch identification
number preceded by the circled letter "A" will not be required on the
nameplate for Category 2 heater coils.

CATEGORY 3

Indirect Fired Heater Coils for Plants Only
Registration Required

Coils for plant use only shall conform to the latest edition of the ANSI
Code B31.3, "Chemical Plant and Petroleum Refinery Piping". Heater
coils in this category shall be registered with and inspected by the
Boilers' Branch. Nameplate information shall be the same as in
Category 1 heater coils.

These procedures will take effect iimnediately , and, should further
information be required, you should contact either the Board^s Pipeline
Department, or the Boilers* Branch, General Safety Services Division.
