The Publisher deems it superfluous to say much to his friends or the public on the occasion of issuing his 5th edition of the Baltimore Director: (or Directory if you will) To harp on the subjects of the difliculties of collect- ing and arranging the citizens' names, and the expense of paper and printing would be as unpleasant to the rea- der, as useless to the writer — that, therefore is dropped.
The publisher has used his best efforts to have the Di- rector as correct and useful as possible, by engaging per- sons whom he deemed qualified to take the names and residences of the citizens, and by the additional matter at the end of the volume. He can only say, he has ''done the best his circumstances allowed' to give satisfaction, and to the reasonable part of his fellow-citizens who re- quire the book, and have encouraged it by subscribing, he returns his acknowledgments, and does not fear giv- ing satisfaction. They will not deem it reasonable to suppose, that in taking down the heads of families or bu- siness, in a city of 80,000 inhabitants there will be no omis- sions, incorrect spelling, erroneous descriptions of busi- ness, numbers of houses, &c.

HI8TORT OF BAIiTIiflORE.
To the contemplative mind, nothing can be more interesting or instructive in civilized communities, than tracing the origin, rise, and progress of coun- tries or cities. While that of the first unfolds to us the operations of mankind upon a broad and expan- sive scale, the latter presents to our view, within a li- mited sphere, the happiest results of human ingenui- ty, and industry; and when those results are the heathful offspring of virtuous pursuits and well direct- ed enterprise, the pleasure which they impart are incal- culably enhanced. To the citizens of Baltimore, then, a brief sketch of its history must be the more accept- able, as its unrivalled growth and prosperity have been so rapid, that it still numbers among its inhabi- tants, many of those, who in the spring-tide of their manhood contributed to give the first impulse to those measures, under whose auspices it has attained its present enviable station among its sisters of the Re- public.
In 1729, an act was passed by the then proprieta- ry government of Maryland, for erecting a town on the north side of the Patapsco, and so precise were the legislature of this period, that its limits were prescrib- ed to sixty acres. The commissioners appointed un- der this law to carry its intentions into effect, were Major ThoirMs Tolley, William Hamilton, Esq., Wil' Ham BuclcTier, Esq., Doctor George WaJktr, Richard Gist, Esq., Doctor George Buchanan, and Colonel William Hammond. These gentlemen were confined in their location to 'land, in and about the place where one John Flemming" lived. This Flemming was a tenant of the father of the venerable Charles Carroll, of Carrollton, that honored, link which con- nects the present with the past generation. The house occupied by him was usually called a quarter, and stood on the north bank of Uhler's run, near where the mansion of the late General Strieker is situate in South Charles-street. These commissioners held their appointments for life, with the power of filling up their own vacancies, and were authorized to pur- chase by agreement; but, in default of such agree- " 2 -
ment, to take the designated sixty acres on the valu* vtion of a jury. The purchase when made was to be divided, in the most convenient manner, into sixty lots. The first choice of one lot was reserved, by the act, for the owner of the land, and no individual was permitted to take up more than one lot during the first four months, nor any but the inhabitants of tlie county, until after the expiration of six months; after which, any other persons were privileged to take up such lots as might be then vacant. Every person, on becoming the proprietor of a lot, was bound to erect thereon a house that should cover 400 square feet. In the event of its not being so improved within eighteen months, any other person was authorized to enter thereon, upon paying the commissioners the valuation first set on it — subject, however, to the same conditions and restrictions, as to the erection of improvements, as the prior purchaser — all rights previously acquired being forfeited by default. All such lots as were not taken up and improved according to the stipulations of the law, reverted to the owner of the land. On the I -ith of January, 1730, wez/; s/iic, the commissioners, having in the mean time effected the purchase of the land, at 40 shillings ($5 33 1-3) per acre, laid out the town, which, in honor of the proprietary of Maryland, whose ancestor's title was derived from a seaport of that name, in the county of Cork, Ireland, was called BALTIMORE.
Having stated these preliminary facts, we t hall pro- ceed to trace the outlines of the tract thus purchased, and which is, as it were, the nucleus around which our present flourishing city is formed. It commenced "at a point near the north west intersection of what are now called Pratt and Light-streets, and running north westerly, along or near Uhler's alley towards the great eastern road and a gully or drain, at or near Sharp-street, then across Baltimore-btreet, east of the galley north easterly with the same road, afterwards called the Church road, and now M'Clellan's alley, to the precipice which overhung the falls, at, or near the south west corner of St. Paul's street and St. Paul's lane, then with the bank of that stream, southerly and easterly, various courses into the low grounds ten perches west of Gay-street, including the Fish-street Church lot, then due south along the margin of those
low grounds to the bank on the north side of the ri- ver near the south east corner of General Smith'* house, and then by that bank various courses, nearly as Water-street runs, westerly and southerly to the first mentioned point."
Within the above limits, the town thus laid out, was divided by Long-street, now called Baltimore- street, running 13'2 1-2 perches from east to west, and four perches wide, intersected at right angles by Oalvert-street, then not named, 5(5 1-4 perches from the hill near the falls, north, to the river side south, also four perches wide, and by l^orresf-street, now called Charles-street 89 1-4 perches in the same course, and three perches wide. There were also six lanes of the width of one perch. These have been subsequently widened, and called East (now Fayette), South, Second, Light, Hanover and Belvidere-streets, and three lanes of the same width, called Lovely, St. Paul's (now St. Paul's street,) and German lanes.
On the 14th of January, 1730, the office of *^j^ commissioners were opened to dispose of the lots. Mr. Carroll, the proprietor, took, the one numbered 59, situate on the east side of Calvert-street, near the river bank," and the opposite one was taken by Mr. Gist, one of the commissioners. Fourteen other gen- tlemen, residents of Baltimore county, took lots, two of whom afterwards transferred those taken by them, to Messrs. Gordon and Peel, of Annapolis. Others were subsequently taken, but so loath were per- sons at this early day to enter into the purchase of the lots, that after a lapse of seven years, several of them, as originally laid out, reverted to the proprie- tor.
It is somewhat singular, that in the original loca- tion of Baltimore, the lines of the purchase by the commissioners did not reach the navigation, except at a single point, Calvert-street, and yet it is not to be presumed that they were insensible to its ultimate advantages, or they would not have fixed it in the immediate neighborhood of the river, where, sur- rounded by hills, water courses, marshes and gullies, the expense of extending streets, building bridges and levelling hills offered obstacles to improvement, in the early existence of the town, eminently calcu-

lated to retard its growth, and which for a length of time obstructed its improvement.
It is a fact, worthy of note, (because it shews that the public, as well as the commissioners, were at the very earliest period in the history of Baltimore, im- pressed with those immense advantages to accrue from commerce) to state, that during the three days that the commissioners offered the lots for sale, all those towards the river were taken, while not one on Balti- more-street, except one on the north side, next ad- joining the great public road, (now M'Clellan's alley) were taken.
The town of Joppa, situate on Gunpowder river, which wa*s intended, by its original founders, to be the great commercial mart of Maryland, was sorely afflicted, in 1731, with that scourge of humanity, the small-pox, which proved unfortunate for its subse- quent prosperity; for from that time, Baltimore town, which had but the year before been laid out, appears tQ hav^ assumed the character of a rival, and in 1732, we find an addition made to it, on the east side of Jones's Falls, under the name of "Old Town," con- sisting of ten acres. In 1745, the two towns were united by a bridge, which was placed where Gay-street bridge now is. By an act of assembly at this time, the proprietors of lands contiguous to the Falls, were secured the right of certain grounds made into the said water.
In 1751, a subscription was set on foot by a num- ber of public spirited and enterprising citizens, to raise the funds to build a market house. This object was not, however, accomplished, until ten years af- terwards, though several gentlemen contributed hand- somely.
Up to 1752, 23 years after the passage of the law authorizing the founding of Baltimore, so slow had been its improvements, that according to the Map of John Moale, Esq., one of its most intelligent and wealthy citizens, there were but 25 buildings west of the falls, only four of which were of brick. At this period there were but two sea-vessels belonging to the port, the one a brig belonging to Mr. N. Rogers, the other a sloop belonging to Mr. Lux — there must, doubtless, have been other vessels owned on the river and neighborhood.

In this year, 3'2 acres, which Mr. Joshua Hall had purchased of Mr. Carroll, were added to the town- This lot laid west and north of the original town.
In 1753, a lottery was granted to raise the funds for building a wharf at the south end of Calvert-street.
In 1755, great apprehensions were entertained in Baltimore town, owing to the defeat of Braddock by the French and IrTdians, the latter having pass- ed the forts Cumberland and Frederick, and pene- trated within 80 or 90 miles of the town, in predato- ry parties. The alarm, however, was more general than well founded; and it is no longer a matter of doubt, that the cause of it contributed substantially to the welfare of the place, as it arrested the progress of many westward, whose means and enterprise were immediately thereafter exerted in behalf of Baltimore town.
In 1756, many of the French who were expelled from Nova Scotia, on account of their neutrality, sought a refuge amongst us, contributed to the strength of the place, and rendered themselves by their exem- plary conduct most excellent citizens.
In 1763, Messrs. Plowman and Philpot laid out some grounds between the Fails and Harford runj in- to streets; and Mr. Fell in the same year, made a like disposition of his estate, called Fell's Prospect, now Fell's Point.
In 1765, Mr. Cornelius Howard added 35 acres in a south west direction to the town.
In the year 1768, the Justices of the County Court, were authorized and directed by law to transfer the seat of government, which up to this time had been at Joppa, to Baltimore town. There being no Court- house here, they were accommodated in the Hall, erect- ed for public assemblies over the Market house, until one was built, which stood on the spot now occupi- ed by the classical monument, erected in north Cal- vert-street, in honor of the memory of the brave spi- rits who were killed at the battle of North Point, and in the defence of Fort M'Henry.
The first Fire Company was formed in Baltimore in 1769, and was called "The Mechanical Fire Compa- ny," which has remained from that day to this, a most useful institution, and which, together with the nu- merous others, subsequently formed, render the fire-

men of Baltimore so justly celebrated for their effici- ency in subduing the destructive element.
In the year 1775, Mr. John Dunlap, of Philadel- phia, established a weekly paper here, called "Dun- lap's Maryland Gazette." In the same year a Census was taken of the town, when it was found there were 564 houses, and 5934 persons, of all descriptions.
At the date of the Declaration of Independence, a period of nearly half a century from the time of its being founded, its population had not reached more than 6,000, and although it had become a thriving place and given indications of its industry and enter- prise, its progress in the scale of towns had been gra- tlual, if not tardy, and it entered upon this era of pe- ril and privation with its fortunes still undeveloped. Through the long and arduous struggles which fol- lowed, to the close of the revolution, it remained loy- al and hearty in the cause of freedom, generously contributing its means and offering up its sons to sustain it. Without arrogating any thing, or subject- ing its citizens to the imputation of egotism, we may venture on the assertion, that in disinterested devo- tion and ardent patriotism, no part of the old thirteen states excelled Baltimore town.
In 1783, on the ratification of the treaty of peace, she found herself stript of almost every thing, but that irrepressible love of liberty which has since distin- guished her. During the war, a Custom-house liad seen established, and the paving and lighting of streets commenced. The commerce of the port still continued to move sluggishly forward, until the breaking out of the French revolution and the insur- rection of St. Domingo, in 1792 and 1793. Up to the year l790, no bank had been established: during the session of the assembly of that year, the Bank of Ma- ryland was incorporated with a capital of $300,000; and, in 1792, a branch of the old United States' Bank was established here. These, for some time, com- prised the only institutions of the kind, in the town, and supplied all the wants of our merchants. The commotions of France and St. Domingo, and the general war in Europe which followed, opened to our town a field of operation of the most active and pro- fitable character. From this epoch, a continuous stream of commercial prosperity flowed in upon us,

until our difficulties with Great Britain in 1807. Dur- ing this interval our citizens had become wealthy, and its fnfluence was every where to be seen in the costly edifices which had been erected, and the creation of new streets. Our vessels had become the carriers for the half of civilized Europe, and Baltimore from bt- ing a small and inconsiderable town, had assumed the port and carriage of a large commercial emporium, the enterprise of whose merchants had made it known in every sea abroad, and penetrated the fruitful val- ley of the Ohio at home — thus drawing tribute from the ocean and from the land.
But to revert back a few years. In 1796, the town was incorporated, and its affairs were committed to the management of a Mayor and Councils.
In 1804, private companies were formed for intro- ducing a supply of wholesome water into our city. — Turnpike roads were also then made by similar insti- tutions, the better to secure to us the trade of the west, and a portion of Pennsylvania.
The difficulties with England, of which we have spoken, eventuated in the war of 1612, and it is ha- zarding nothing in affirming, that during its continu- ance, Baltimore suffered as much as any other poi- tion of the confederacy. During nearly the whole of that time our waters were infested with the enemy's fleets. Our city was denounced as one of the chief objects of his hostility; our commerce was almost an- nihilated; and hi the midst of all our other misfor- tunes,— in the very hour of our greatest need — when the enemy was concentrating his forces for an attack upon us, we found our city thrown upon its own re- sources for its defence. The government had not a dollar to appropriate towards our succor. With a nobleness of purpose, worthy of all emulation, our citizens met the exigency, and we came out of the conflict unscathed.
The opening of the year 1815 restored us to the vocations of peace; but forgetting that the universal peace which then reigned throughout Europe, would deprive us of a large portion of those markets which we had been accustomed to enjoy, we neglected lo accommodate ourselves to the changed condition of the world, and the gloomy and disastrous consequen- ces of 1819 were the result. We suffered deeply and

sorely, and hundreds who had been enriched by years of successful industry, were rendered bankrupt. ,
Notwithstanding our chequered fortunes — notwith- standing our days of prosperity and our days of ad- versity, we have since the impetus given to us in 179*2 and 1793, pursued an onward course of general prosperity.
In 1790; our population was but 13,503; in 1800, It was 26.614; in 1810, it numbered 35,583; in 1820, 62,738, and in 1830, it amounted to 80,622. Whilst our population within these periods have multiplied so astonishingly, various moneyed institutions have been established, and our city now has a bank capital of about seven millions of dollars: and from the in- considerable beginning of a town of 60 acres, our cor- porate limits have swelled into four miles square, with a large part elegantly, substantially, and profitably improved; Our tonnage already great, is daily in- creasing; our mechanics of every description busily and profitably occupied — houses of all dimensions in every quarter erecting; and in short, if employment be any evidence of prosperity, Baltimore is enjoying an enviable lot. But while she is thus contented and prospering within her corporate domains, with a bold and adventurous spirit, she is pushing her fortunes to the west on one side, and to the fertile valley of the Susquehannah on the other. At this moment she is engaged in two enterprises of the utmost importance, not only to her future greatness, but to the comfort, convenience, and welfare of the millions who inhabit the valleys of the Mississippi and the Susquehannah. Of the first of these great public works, the Baltimore and Ohio Rail-road, 26 miles have been already con- structed;— of the other about 7 miles; and both are prosecuted with an intelligence, zeal, and singleness of purpose, which must insure their speedy and tri- umphant completion.
In the above, we have attempted to seize on no- thing but the strong points in our history, and should It meet with the approbation of our fellow-citizens, we shall be gratified.
We cannot, however, close our notice, without ac- knowledging our indebtedness to that excellent work, Griffith's "Annals of Baltimore," for most of the facts whrch we have sketched.
