Thank you for your response to my prior request. I am sorry that the system for preparing the records wasn't yet implemented quite as it should have been. I request a copy of a list including the name, salary, job title, city of work, and (if available in MMB's database) school, campus, academic department, and academic rank for each employee of Minnesota State Colleges and Universities in January 2009. In the event that MMB records do not contain the level of detail I am seeking, what you've got will have to suffice. If this data is easy to prepare in an accessible electronic format, I would strongly prefer them in such a format. I am requesting these records to promote government transparency, not to further a commercial interest. I hope that records of this sort are compiled routinely, and can be duplicated without great expense. I am willing to pay fees for the processing of this request up to $20. If you anticipate the fees will exceed that amount please inform me first. The data contained in the file is split into two categories: HR and Earnings. Earnings represent the total expenditures on behalf of each individual for all positions from the previous calendar year. While the Earnings data is summed up by individual, the HR data represents all currently active positions the individual holds at the time of the data request. The relationship between HR and Earnings is not always direct, especially when the individual had held or currently holds multiple positions in state service. An individual may have earned their previous year's earnings in a completely different position or set of positions sometimes crossing multiple agencies. Please keep in mind that any number representing earnings is total earnings for all positions from all agencies for the previous year and not an isolated subset. Within the Earnings tab of the FTP'd file, the dollars included in the salary column represents the total amount expended on behalf of the individual for regular work, vacation, sick, holiday etc. for full time, part time, seasonal and other service as of the paycheck dated December 19, 2008 (last paycheck of the calendar year). This also includes any additional compensation for items above base salary such as achievement awards and vacation conversion to deferred compensation. This amount does not represent what would appear on their W2 as various types of earnings are taxable and others are not. In addition, the figure does not necessarily reflect the employee's current or annualized salary. Please let me know if you have any questions regarding this request.
